Institutional development and governance advisor
Indonesia - March 01, 2010

Chemonics seeks an institutional development and governance advisor for the anticipated USAID-funded Indonesia Forestry and Climate Support project to reduce the threats of deforestation and climate change. The project will assist the Indonesia government to conserve the country's tropical forests, wildlife, and ecosystem. Responsibilities include: conduct analyses to inform spatial planning and land use decisions; facilitate government institutional coordination and policy making; provide training to government officials, NGOs, and private sector community members; enhance the investigative and forensic capabilities of law enforcement; and facilitate implementation of spatial and land use plans.

 Qualifications:
 
  • Graduate degree in public financing, regional development, economics, political management, business administration, or similar field
  • Minimum 10 years of general institutional strengthening and partnership building expertise
  • Demonstrated experience in effective institution strengthening, public policy development, public participation, and partnership building with government at local and national levels
  • Proven experience in undertaking activities aimed at increased political support and access to financial resources for community and environmental improvement
  • Demonstrated understanding of decentralized governance systems, including experience advising executive and legislative branches of local government in budgeting, planning, management of services, or policy development, particularly with respect to forestry and climate change
  • Strong interpersonal and written communication skills
  • Work experience in developing countries; knowledge of Indonesian decentralization framework and culture required
  • Strong English writing and speaking skills; proficiency in Bahasa Indonesia required
